As a Mumbaikar, this one feels personal. The commissioning of the Kudus–Aarey HVDC transmission project marks one of the most important upgrades to Mumbai’s energy infrastructure in decades. For most people, transmission infrastructure is invisible. You only notice it when it fails. Many of us remember the disruption of the 2020 blackout — a reminder that even a city as resilient as Mumbai is only as strong as the systems powering it. That is why this project matters. By enabling an additional 1,000 MW of electricity — including renewable power — to flow directly into Mumbai, the new HVDC link materially strengthens the city’s energy backbone while supporting a cleaner power mix. What excites me even more is the broader significance: Mumbai has the potential to become one of the very few megacities in the world sourcing more than half of its electricity from renewable energy. That would place the city among global leaders in urban clean energy transition — and demonstrate that even dense, land-constrained megacities can build power systems that are cleaner, more reliable, and future-ready. This is the kind of enabling infrastructure that rarely gets public attention, yet quietly determines whether a city can continue to grow, compete, and thrive. Mumbai has always led through ambition and resilience. When the Grid Says No: The Paradox of Clean Energy Rejection Imagine this: You’re generating clean, low-cost solar power. The sun is shining. Your plant is ready. And yet—the grid says: turn it off. Welcome to the reality of grid paradoxical rejection—where clean electricity is refused despite being available, affordable, and essential for a sustainable future. ⸻ **What Exactly Is Paradoxical Rejection?** In power markets, a Paradoxically Rejected Block (PRB) occurs when electricity is rejected even though, at prevailing market prices, it should have been accepted. The reason? Not pricing—but the limitations of market-clearing algorithms that cannot accommodate the block without disrupting overall price consistency. Now extend this to the physical grid: We are aggressively building renewable capacity to decarbonize… only to curtail it because the grid cannot absorb it. ⸻ India’s Numbers Tell a Compelling Story Between May and December 2025: • ⚡ 2.3 TWh of solar generation was curtailed • 🏠 Enough to power ~400,000 homes for a year • 💰 Compensation paid: ₹575–690 crore (~$63–76 million) Curtailment isn’t just a technical issue—it’s an economic loss and environmental setback. Looking ahead: 👉 By FY27, 35–37 GW of renewable capacity could be at risk of curtailment. ⸻ Why Does the Grid Say No? 1️⃣ Transmission Constraints • Over 50 GW of renewable capacity remains stranded • FY2025 saw only 8,830 circuit km added vs 15,253 km target • A 42% shortfall in transmission expansion ⸻ 2️⃣ Inflexible Coal Fleet • Coal plants struggle to ramp below 55% capacity • During peak solar hours, the grid lacks flexibility • Result: renewables are curtailed instead of coal being backed down ⸻ 3️⃣ Temporary Grid Access (TGNA) • ~80% of curtailment linked to TGNA-based projects • In Rajasthan & Gujarat, 13–14 GW faced curtailment up to 50% ⸻ The Deeper Paradox We are: • Investing billions in renewable infrastructure • Paying compensation for unused clean power • Continuing coal generation simultaneously In 2025 alone, curtailed solar could have avoided: 🌍 ~2.1 million tonnes of CO₂ emissions Instead, emissions continue—and clean energy goes to waste. ⸻ The Way Forward 🔹 Accelerate Transmission Expansion The CEA’s ₹7.93 lakh crore plan for 900 GW non-fossil capacity by FY36 is a critical step. 🔹 Scale Energy Storage ~80 GW of Battery Energy Storage Systems (BESS) projected by 2035–36 will be a game changer. 🔹 Enhance Grid Flexibility Smarter markets, flexible generation, and better dispatch mechanisms are no longer optional—they are essential. ⸻ Closing Thought The paradox is striking: The greener our ambitions, the more often the grid says no.
