Last Saturday, Bursa Malaysia launched the National Investment Program, in short NIP, to boost financial literacy among B40 and M40 Malaysians with structured training over 3 months. On the event day, I was on the ground helping with the registration of some 500 young participants. It’s wonderful to know that they were keen to learn about investing in the capital market. My personal hope is for the participants to gain knowledge and confidence in investing to meet their financial goals.

From last week’s participation at the Vietnamese ETS Conference in Hanoi to this week’s Malaysia Domestic ETS Readiness and Operationalisation to Mobilise Decarbonisation Finance workshop at Putrajaya, it has been a rewarding week of regional engagement on compliance carbon market development. I am delighted to represent Bursa Malaysia at this workshop, organised under the UK PACT (Partnering for Accelerated Climate Transitions) –supported project led by Universiti Teknologi Malaysia (UTM), in collaboration with Imperial College London and Universiti Sains Islam Malaysia (USIM), with support from the Ministry of Natural Resources and Environmental Sustainability (NRES) . The workshop featured a experts such as Professor Zainuddin Manan , Project Director from UTM, who opened with an overview of the project’s objectives, providing important context for Malaysia’s DETS readiness journey. Assoc. Prof. Dr Gbemi Oluleye PhD FHEA from Imperial College London followed with an insightful presentation on the global landscape and economic impacts of market‑based mechanisms (MBMs), covering instruments such as ETS, carbon taxes, the EU CBAM, Carbon Contracts for Difference (CCfD) and other related policy tools. Of particular interest to me was the discussion on CCfDs - a policy instrument designed to reduce investment risk for low‑carbon technologies by stabilising the carbon price signal they depend on. Much like the concept of Suruhanjaya Tenaga (Energy Commission) 's Corporate Green Power Programme (CGPP), a CCfD involves an agreement between the off-taker (could be government or private sector) and a project developer on a strike carbon price (e.g. USD/tCO₂), while the project remains exposed to the prevailing market carbon price (such as an ETS price). In essence, CCfDs de‑risk carbon price volatility over the long term. Strategically, they can raise the effective carbon price faced by domestic industries without increasing the ETS clearing price - an important consideration in strengthening competitiveness and CBAM defensibility. It was also a pleasure to finally meet Prof. Dr Raúl C. Rosales, PhD in person, after several online meetings and roundtables since 2024. Equally rewarding was reconnecting with many familiar faces from the energy, iron and steel, and broader climate communities.
