May 2026The final weeks of the Business and Investment Law of African Countries course at Università Bocconi focused on a question that often remains in the background of discussions on Africa: Who is actually capable of financing long-term transformation? On 7 May, we had the privilege of welcoming Claudia Falavolti , Head of Sovereign and Sub-sovereign Financing at CDP Cassa Depositi e Prestiti , and Alessandro Accrocca , Partner at Hogan Lovells Italy , for a discussion on sovereign financing, development finance, minibonds, and basket bonds. Their session highlighted a structural tension that increasingly defines many African markets: the need for massive long-term investment coexists with financial systems that are often exposed to liquidity constraints, sovereign risk, fragmented capital markets, and limited access to affordable financing. The discussion connected naturally with the previous lecture held by Daniel Koffi and Maky Tall of Lazard Paris on sovereign advisory, M&A, debt restructuring, and the geopolitical repositioning of African financial markets. Taken together, the sessions offered students a broader reflection on a point that is sometimes underestimated: development is not only a question of resources, but of financial architecture. Capital only becomes transformative when institutions, legal structures, and financial instruments are capable of sustaining it over time. Perhaps this is one of the central challenges emerging today: How do you build long-term development where long-term capital remains structurally difficult to access?
