In this week’s What’s Noteworthy in PR, I break down how the Government’s highly strategic budget campaign unravelled once it became clear the conversation they had prepared the public for was not the one people actually cared about. Up until that point, the rollout had been strategically managed. Australians were gradually prepared for tough economic decisions, which helped soften the initial outrage. But once the finer details emerged, the narrative shifted dramatically. Suddenly, this was no longer just about 'wealthy property investors’. It became about business owners who had mortgaged homes, worked weekends and sacrificed years trying to build something valuable. And no matter what you think of the policy changes themselves, that emotional reframing changed everything. Cue the AI-generated memes of Anthony Albanese appearing inside cafés, warehouses and offices as everyone’s new 'business partner', ready to take 47% when founders eventually sell. People quickly stopped thinking like economists and started thinking: “What does this mean for me?” And in that moment, the Government lost control of the emotional framing of the issue, turning what had been a carefully managed communications campaign into a full-scale backlash.
