But this isn't really a story about an OS. It's the same logic cascading through every layer of European tech, and AI is where it gets interesting. A few moves from the last few months: → Mistral signed a framework deal with France's military: sovereign models, French-controlled servers, no US APIs → Mistral and SAP built a sovereign AI stack for French and German public administrations → Mistral raised €722M in debt to build a Paris data center: 13,800 Nvidia GB300 GPUs, operational Q2 2026 → HSBC, Stellantis, Veolia are self-hosting Mistral models for compliance-sensitive workloads → Mistral's CEO ( Arthur Mensch ) says they're on track to hit $1B in revenue this year Trump weaponized sanctions against ICC judges and cut them off from US tech services entirely: bank accounts closed, software access revoked. When that happens, "digital sovereignty" stops being a policy talking point and becomes a business continuity decision. For European enterprise buyers, the question has quietly shifted: not "which AI is most powerful?" but "which AI can I actually control?" And as model performance converges (top models are now within 3 percentage points of each other on benchmarks), the real differentiation moves to deployment flexibility, compliance posture, and where the data actually lives. That's Mistral's moat. Not so much a technical one but a geopolitical one. Europe has spent 10 years complaining about US tech dependency. It's now building the alternative stack (OS, cloud, models, compute) layer by layer. Slowly, then all at once.
