Apr 2026Navigating Vietnam’s Cybersecurity Landscape: Why 'Security Level 3' is the New Baseline for Critical Infrastructure. As the digital economy in Vietnam accelerates, regulatory compliance is no longer just a legal hurdle—Circular 85/2016/NĐ-CP has established a clear, mandatory framework for securing Information Systems (IS) based on their impact. For any professional working in infrastructure, finance, or cloud services, understanding Security Level 3 is essential. While Level 1 and 2 cover basic organizational needs, Level 3 is the critical threshold. This designation is reserved for systems whose disruption would halt core organizational functions, cause major public impact, or affect critical national sectors—think Core Banking, E-commerce hubs, and Open Banking APIs. Key Mandatory Requirements for Level 3: Strict Network Segmentation: Mandatory isolation of zones (DMZ, Application, Database, Management). 24/7 Security Monitoring: A functional SOC or continuous monitoring system is a must. Intrusion Prevention: Active IDS/IPS layers are required, not optional. Regular Auditing: Systems must undergo an official security assessment at least every two years. The Auditor’s Perspective: Having worked extensively with ISO 27001 and infrastructure auditing, I see a clear convergence here. ISO 27001 provides the best-practice management framework (PDCA cycle), while Level 3 provides the specific technical and compliance controls required within Vietnam. A robust implementation requires mapping these two frameworks. Example Implementation: When deploying on platforms like Red Hat OpenShift, achieving Level 3 means going beyond standard container orchestration. You must implement robust Role-Based Access Control (RBAC), utilize tools for real-time compliance monitoring, and ensure all API traffic is strictly encrypted and audited. If your organization operates in a critical sector, Level 3 is not just about a certificate; it’s about validating that your infrastructure is resilient enough to support Vietnam's future.
