But severity without context is just urgency without direction. A critical CVE on a non-critical system behind strong controls is a low-priority item. The same CVE on your most business-critical system with degraded controls is a five-alarm fire. The A.C.T. framework reorders this: Assets (Attack Surface) first. Controls second. Threats third.
