Answer: Nuclear construction operates under a distinct set of constraints and imperatives, creating a delivery environment unlike any other megaproject. These differences shape every decision, every interface, and every leadership behaviour. 1. Safety and Regulatory Intensity Every activity falls under rigorous regulatory oversight. Deviation creates real exposure, so risk management guides decisions, interfaces, and sequencing from day one. 2. Precision and Integration Major components arrive with millimetre‑level tolerances. Disciplines must align without gaps or assumptions. A small interface error today can trigger consequences later. 3. Long‑Lead, High‑Value Deliverables Reactor vessels, steam generators, and control systems require years of manufacture. Planning and sequencing must anticipate multiple unknowns and protect the critical path long before components reach site. 4. Technical and Leadership Rigour Nuclear delivery leaders blend engineering judgement with executive decision‑making. The role demands foresight, cross‑discipline coordination, stakeholder alignment, and a culture anchored in accountability and resilience. Leading nuclear construction means orchestrating a system where precision, safety, and strategic execution converge. Forty years ago today, Chernobyl Unit 4 reshaped nuclear history. A failed safety test, design gaps and human error. It was a moment that reshaped global energy policy, public trust, and the very foundations of nuclear safety. What followed was not only a humanitarian and environmental tragedy, but the beginning of a new chapter: the emergence of a unified global nuclear safety culture. From the EU’s long‑term investment in safety and decommissioning to the founding of WANO, operators began sharing operating experience and raising standards worldwide. Four decades on - with more than 400 reactors operating across over 30 countries, around 70 more under construction, and an industry vision to triple global nuclear capacity by 2050 - the lesson remains unchanged: safety is the licence to operate. And the industry’s progress since then - from modern reactor designs to global peer‑review systems - reflects a sector that learned, adapted, and matured. As we look ahead to the next generation of nuclear build‑out, Chernobyl’s legacy is both a warning and a reminder: excellence in safety and transparency is non‑negotiable. France’s nuclear fleet build‑out is still the benchmark. Standardisation, repetition, and disciplined delivery turned a national strategy into over 40 reactors built through the 1970s and 80s. It wasn’t engineering excellence alone - it was industrial organisation at scale. France proved that when design, policy, supply chain and delivery align, nuclear can move at the speed of national ambition. That alignment is the real benchmark.

Zero by 2010 showed what alignment can deliver. A coordinated push that drove fuel failures to near‑zero. The question is: what would that level of alignment achieve today? In the early 2000s, the fuel industry rallied around a single objective: drive fuel failure rates to zero by 2010. It wasn’t branding - it was a coordinated effort across utilities, vendors, and regulators to eliminate the dominant failure mechanisms of the time. EPRI’s Fuel Reliability Program, WANO performance targets, and vendor QA upgrades all pushed in the same direction: - eliminate fabrication‑induced failures - tighten process control and inspection - reduce debris‑related damage - strengthen in‑reactor monitoring and post‑irradiation learning The results were clear. By 2010, global failure rates had fallen sharply - proof that when nuclear sets a reliability target, it meets it. That lesson matters again today. As we enter the largest nuclear build‑out in 40 years, the challenge isn’t only building reactors - it’s industrialising the fuel cycle. How to deploy 50-100+ reactors in Europe. Not by designing more technology. By rebuilding an industrial system capable of delivering at scale. At programme level, the constraints are obvious. Scaling nuclear depends on five systems working in sync: - factories producing nuclear‑grade components at volume - a skilled engineering and construction workforce - resilient fuel supply chains - long‑horizon policy stability - capital aligned to infrastructure cycles Countries that have delivered at scale understand the core truth: Reactors aren’t technology projects - they’re industrial programmes. France proved it in the 1970s. South Korea refined it in the 2000s. China is executing it today with consistency. The next wave of nuclear build‑out will hinge on one question: Which countries can rebuild the industrial ecosystem to deliver reactors repeatedly? Technology matters. Execution capability decides who actually scales. Interested to hear perspectives from leaders across infrastructure, supply chain, delivery, and investment.
